With modern software anyone can build their own web page. It's easy: get a copy of Microsoft Word, create your document as you would like, save it as HTML, and voila! Granted, you'll need an Internet Service Provider and the ability to upload your pages onto a webserver, but it's not difficult; many people have done it before and are more than happy to help.
However, it's not easy to develop websites that conform to ever-changing standards and are available to 100% of the internet audience. This doesn't just mean people with computers; today it's possible to browse the web on many devices such as personal organisers, mobile phones and internet TV. Then you've got to consider people with disabilities: how will your website be displayed to the visually impaired?
